my Pain runs deep
so deep I wish the forever sleep
where I don’t hear a peep
my eyes dry no time to weep
shot fired but no blood I leak
cause I’m away from it all at peace I sleep.

Description of life in segregation 2 14 19
You asked me to tell you what life is like here. Well, I  tell you this is not what I would want anybody to endure. It’s torture, Hell, it’s like living in a dungeon tied to a bed with nowhere to go. Never any sleep around here, you barely get any privacy; when they search your cell they mess everything all up and throw all your stuff any  and everywhere and leave it for you to fix back up. They just simply don’t  care. You go to the hole, they do your pack up, they lose your things and tell you ”well, order it again.”  We don’t come out of our cells like that. Its 23 in 1 Cold showers, which you have only 5 minutes to take. Glad to say I got only 34 months left to go. I’m tired. I don’t know how much more I can take of this. I tell you when I get out I promise you I’m not coming back to this, I promise you I’m not.

Jeff First wrote me to tell me he had been beaten and maced by guards after being told he would be going back to segregation. Jeff had hesitated, was not resisting, but also not moving. He is one of the men FFUP works with to keep sane and healthy. He is now is writing a book and pursuing a lawsuit concerning his injuries . Often , the law is the only thing the prisoners have to turn to, to keep hope up, for there are no resources in segregation and law materials are mandated by the courts.

Lorenzo Balli: Notes From A Drowning Man

Sometimes in our journey through life we happen to discover what is known as an alternate reality. Each of us lives in a microcosm, seeing outside the box is rare. The majority of people see and hear of others who have similar life styles to their own, only worlds apart, Then there are news reports exposing these alternate worlds, only these reports are mere fragments, distinct apparitions that fade away one the channel is changed- the documentation is never really seen, felt, heard, or smelled, without such one could never empathize nor comprehend the images depicted. Fortunately or unfortunately enough, you have either stumbled unconsciously, or boldly entered a domain that very few people care to thin k about, or are simply too lost in their own microcosm to even consider alternate realities. Therefore I confide in you, brave and willing enough to enter this cataclysmic maze. I speak to you as the closest friend in order to obtain a piece of solace in a world of hurt and pain. I understand the obstacles before me, the stereotypes, and ill preconceptions. I can only hope to overcome all odds by extending myself offering you to encounter someone real in a world of phantoms, a piece of my insanity in exchange for a grain of hope. I offer depth, describing my world, because with understanding I may reach one person who could feel the absolute wrongness of this system that is stifling the life out of their fellow man then maybe, just maybe, change is possible. I have decided to document what life means to me, not that I believe it is beautiful or even that the world wants to know, or even cares what goes on in the American justice system, because I honestly believe no one does care. No, I write because the act of writing is my catharsis. Maybe I’m wrong, maybe someone out there does care and will reach out to me and again, maybe not… From the edge of silence and insanity my eyes close.

Note from poster: I work with many prisoners and this man is one of the most eloquent and far seeing I have met. The brutality of the system has caught him fast and he is in perpetual segregation, hanging on threads. He is not demanding and wonderful to write. If you choose to write him , I am available for support. Peg swan, founding member Forum for understanding Prisons (FFUP) swansol@mwt.net

What Is The Definition Of Life?

What exactly is life?

Lets pause for a second to reflect and ask ourselves this very simple question. To some it will be easy to define; for others it will be complex.
To you, life may be an adventure, an opportunity to experience f all of the beautiful things that the world has to offer. But to me,my view of life is something completely different; the birth of one long tragedy. Life to me is one huge hurdle that I must jump over to escape into the abyss of nothingness, of darkness, of silence. Life is a place of screams for me, of regrets, of abject pain, of humiliation, degredation and abasing bondage. Life to me is torture, loss of identity and self-worth. Life is the epitome of hell. To me life is my nemesis.
But death? Death is a fickle friend, a comforting spirit, a permanent vacation from all of the horrors of life. Death is a cunning evader, a taunter and a seductress whom teases me while I hang suspended with a rope cutting into my neck while being cut down from my vent.
Death taunts me mercilessly while I lay naked on a concrete floor clothed in my own blood, with tears of anger and anguish forming small puddles, mixing with the pools of blood surrounding me.
Life is an adversary, a tormentor of my existence. Life is a reminder of everything that I'll never be able to enjoy. Life is best described in a metaphor, it's as if I am drowning in a sea of filth but can never die. Life to me is a reality of being beaten, gassed, electrocuted, strapped down, denied warmth, denied the voice that you once loved. Life is a realm devoid of all emotions except pain, misery, hatred and sorrow. If you could imagine such an existence, would you honestly be a proponent for the abolishment of the death penalty or the right to live?

My definition of life is utterly incomprehensible, until experienced. My reality will differ from those who can have their cake and eat it too. Could you imagine being an artist but couldn't create the burning visions of your being because you are now blind, or if you were dying of thirst with a pitcher of ice water right in front of you but couldn't reach it because you were immobilized? A poet who couldn't write and was deaf, how would you feel if you were that poet?

This is my definition of life as a United States prisoner confined in Wisconsin's Concentration Camp. To the average person the things that I've stated are unspeakable, incomprehensible and most would be unable to fully grasp. My life is subjected to petty nit-pickers -defined by pointless and overbearing rules. Every grain of hope or pleasure is subject to scrutiny and at the mercy of any whimsical fancy of any 18 year-old kid fresh out of high school abusing the power bestowed upon him by society for his amusement or pleasure.

Count your valuables as I do: 10 pictures in your possession at a time; 4 magazines; 6 books; 2 bars of soap; 1 deodorant; a maximum of 25 letters; 2 pencils; 2 pens; 1 religious book; a thin cot or pallet; 2 woolen five foot blankets; 2 sheets; 1 thin, lumpy pillow; 1 toothbrush and 1 tube of toothpaste. These are my private stock of pleasures. If you are unfortunate, you will not have the pictures, books, deodorant, pencils pens or letters. You're given just enough to subsist, enough to not starve but not enough to satisfy your hunger. You are given just enough heat so that you won't freeze but not enough so that you are not cold.

In this maze I have 10 paces. I count them forward, stop, spin around, 10 paces, stop and turn around. This is my walk in the park. When I'm angry I have 4 paces, stop, turn around.... If you're lucky, you have someone to send you money to purchase hygiene, paper and stamps. If not, you will stink. I know this because the State gives you 2 hotel-sized mini bars of soap per week. No deodorant, shampoo or skin lotion. If you pace, you may sweat and smell sour like onions. I have gotten used to it because I have no choice. You get used to using whatever you can salvage. You salvage and hoard everything and anything. I get 2 showers per week, clean underwear, a shirt and a pair of socks twice a week, and clean sheets and pants once a week.
If you have no money you must beg your fellow prisoners for pens, pencils and paper. These items are not freely given to you. If you have no money to buy food you will stay hungry. Water is free so I drink lots of it in attempts to fool my stomach.... Ten paces forward, stop, turn around, get a drink, 10 paces.

If you're sick you turn to religion; first Christianity, then Islam, then Buddhism. Pretty soon you're either an Atheist or a Devil Worshipper because you have a better chance of the Devil performing a miracle for you than getting any help from medical. If you back pain, try not to move. Don't walk if you have hip pain. Close your eyes if you have a migraine headache. This reminds me of a joke that my father once told me. He said, "A man tells his doctor that whenever he turns his head a certain way he gets blinding pain. The doctor simply told him not " to turn his head that way." this is no longer a joke but a reality.

I seem to wonder, at times, if the joke is real or not. Life is no joking matter when it's full of pain.
Life to me is a world where if you complain too loudly you will go to the hole. If you speak out of place while enroute to the hole you will find yourself face-down on the floor hoping that they don't break your good arm or leg because then you'll really have something to cry about. Life is a place where you are placed naked in a room for 72 hours, "if you're good," and an additional 24 hours if you're not. This can be extended every 24 hours according to the prison's rules outlined in the Wisconsin Administrative Code. Legally they can electrocute you, beat you up and strap you down, all under the guise of necessary use of force. They say, "We are authorized to use force, chemical agents, electrocution 2000 and place you on control status." It's all legal. I'm treated like a bull about to be slaughtered instead of like a human being. At least a butcher has the decency to kill his victims.

Life is a realm where if you finally give up you break the rules and shred a sheet (in violation of prison rule 303.35 - Damage or alteration of state property, - which is punishable with up to 180 days in isolation), then you carefully put the strips through the ventilation holes in the wall, you braid this and make a slip knot. You do this once the guard makes his round or "wellness check." You have exactly one hour to accomplish this. If you're lucky you will be dead within the hour or discovered unconscious, but alive, then the horrors begin anew.

Life is a world where you're placed naked in an observation room with no pallet or blanket. The cold air mocks you as it blows out the vent. The officers and psychologists mock you by saying, "It's the rules; you're being denied a pallet and clothes for your own protection." Your eyes sting, "You should have thought about that before you hung yourself ..." "l did!" you scream. "I'm supposed to be dead!" Now it's unlikely that you'll get anything anytime soon because it's "for your own protection." Eyes fill with stinging, overflowing pain. You stare at your sink. You wonder how much it will hurt if you jump off of it head first onto the concrete floor. You ask yourself, "Would my head bust open and I die instantly? Will I be in agony for hours or, worse yet, paralyzed?" Weighing the pros and cons you think, If I land just right with the right amount of weight, I'm positive I could die instantly." You get up on steady feet. Committed now, you shakily get on your sink. "Don't think," you repeatedly tell yourself but your mind races and calculates all of the possibilities. Settling on the chance of ending this "lifemare," your heart beating rapidly, you bend at the knees, jump and dive head first. "Oh my God!" Pain shoots through your neck. "I landed wrong!" You think your reflexes worked against you by making you unwillingly bow your head. Now your neck and shoulders scream with pain. There is blood trickling down the side of your face and all you feel is pain, hatred and self-loathing. You have to try again. You must hurry before the guards strap you down. Hurry! Your adrenaline is pumping and your heart is racing. Slowly you emerge upright and climb onto the sink. If you're lucky you will die; if not, you will be strapped down. "The straps are biting into my skin!" you protest as they tighten the velcro straps to your wrists, neck, ankles and chest. "They're cutting off my circulation!" you scream. The nurse says, "They're fine.",, "But look; my fingers are blue!" you shoot back. But the nurse just , r stands there looking bored, "it's for your protection," the nurse parrots. Your back aches, you are immobilized. You can't twist, turn or scratch the itch on the side of your ear that's driving you crazy.

You're subjected to being observed naked by male and female guards. You feel humiliated. You need to scream in order to drown out the screams of other prisoners in different states of distress. ......

Life to me is a world full of screams that echo through the catacombs of Hell. The screams overlap each other: "I need to see a nurse!" "where's my property?!" Profanity hurled. Violence spewed at the guards, at each other and then finally at ourselves. Life to me is 10 paces forward, turn around; the tearing of sheets; hoarding toilet paper; kicking on the door for a nurse; screaming at anyone unlucky enough to stumble upon my world; hurling epithets for being awakened out of my sleep. Life-is a vision which burns in my head that no matter how many hours I scrape paint off of the doors with a staple, or burn pencil, wood for charcoal, or paint with ink I will never fully document either on walls, doors or paper in words or depicted images. I can never depict this Inferno which Dantes speaks of.

Life is a world where I will lay down immobile, strapped down thinking of complex compositions, of flow, of lighting, of havoc, of this itch on the side of my ear, of the throbbing pain in my back....
Life is filled with dry tears and harsh curses to God, Yahweh, Buddha, fate, destiny, Allah, Satan until the words spew from my mouth in a blood curdling scream, "I will kill you all!

Justin Burns 560078 CCI
My name is Justin Burns and I’m in the cell with Justin Welch here in seg at CCI. I’d like to briefly explain my situation to you. I suffer from Mental illness specifically OCD, Anxiety and depression. I was referred to WRC as a High Priority for these symptoms I just told you about. My referral was accepted in 90 minutes; the quickest acceptance the psych doctor has ever seen! On the day I packed to leave to go to WRC I was found with some Marijuana on me; I had self medicated a few days before because I just couldn’t take the depressions and anxiety of everyday life with my WCLG. So I was given 360 days in seg due to my Conduct report. My visits were also taken from me due to my ticket but my visits had absolutely nothing to do with my conduct report.  There are numerous inmates here who lost their visits also due to having dirty UAs.
So back to my situation, I have wrote PSU two times since i’ve been here and have not been seen.  i’m just another casualty of the system who will not receive treatment before getting out. ON 6/30/17 I packed up to transfer to leave Monday 7 3 17.While I was in seg Captain Miller came to my door and said ”you know you were supposed to leave today.” I said, “yes, I know.
He said I wasn’t leaving though.
My mental health has been eating me and there is s no one here to talk to or to help. I was PRC’d  to leave for treatment at WRC and it was Just stopped! No one is responding to my requests> NO one has answers. I ‘ve wrote to the Captain, to the security director, to the social worker, to the unit manager and also o PSU. I’m getting a copy of my referral tonight and when I get It I will send it to you. I would like to be names as a plaintiff in the class action lawsuit that’s going on. Justin Welch will help me exhaust  administrative remedies.(gives me permission to do as I like with his letter, and that he is on mail monitoring. )

This is a request to see the psychological staff.
read his hand written letter: https://ffupstuff.files.wordpress.com/2017/08/justin-burns-7-27.pdf
We have invited Justin to write for this blog and will look for other ways to help him cope with his OCD. anxiety and depression but the only real way to help any of these prisoner is to change the system - which means legal action and litigation- attempts are under way.

William Jones

William Jones 473038 GBCI, (BD 1990 28yo) / FFUP advocate was alerted to this man in mid June by a worried neighbor. Our information about him thus far is incomplete but is enough to include him here:
“I been in segregation since November 2016 and I’m on AC status. I initially came to seg for enterprising and fraud and received a predetermined 90-D-seg tine. I completed the entire 90 no issues, then was placed on AC. My AC review meeting had so many violations I cannot go into detail here. But I am on AC because the administration ‘’said”  : “for the safety of others” but I got no violent tickets, no drug tickets. Since  I been in seg I have not received no proper mental health treatment and I’m a MH2. My diagnosis  are major depression. PTD, Anxiety and ADHD . I was convicted of armed robbery and I am appealing that currently. “

Dennis Mix

A nurturing note would be much appreciated by Dennis. You can use FFUP's return address and do not have to give the prisoners your real address. If you wish to be a friend to any of these prisoners, email  FFUP  with your name and address and the name of the prisoner you wish to write so we can deliver his answering mail to you. And we are available any time for questions or concerns. pgswan3@aol.com

Dennis Mix 499033 CCI,  bd1987, 31yo in CCI- hung himself in Solitary- settled his  case on deliberate indifference and was put back in similar situation. FFUP first made contact with him because of a concerned letter from a neighbor.
His  case #2 14–cv-01172 WCG was concluded in 2017 which was settled because, according to Mr Mix, the DOC tampered with a key witness “which made me afraid and I settled.”
“I have 6 years until my release 2-13-24. I fear I will kill myself before that. They moved us to unit 7B where upstairs is housed all AC prisoners when it overflows downstairs where all their MH seg prisoners are. I don’t know if I should be downstairs or upstairs. They wake up screaming in middle of the night and it makes my issues worst. It’s rough. If you complain about this they will write a CR and say you threatened them. This keeps complaints to a minimum”.
WDOC often places severely mentally ill prisoners in solitary as a control tool though this only worsens their conditions and makes it impossible to get treatment. This plaintiff is at imminent risk for a psychological breakdown and another suicide attempt.
”We are on 24 hour lockdown. I’ve appealed my placement but it’s well known what happens when I’m in seg long. All it takes is one day I’m paranoid. They say my history- well, the violent fight was in 2017 and I hadn’t had a fight before that since 2014 –that’s 3 years.”

James Luke describes his ordeal starting in 2008

My name is Ryan Long. I am 19 years old. My Doc number is 659120.I am at WCI in Waupun, The reason I am writing you is because several people have referred me to you, because you have an understanding of what goes on in the DOC institutions. I don’t understand why the doc doesn’t have policies sending MH2B ( mental health code) inmates like myself and many others who have disabilities and mental issues to adult institutions where staff shut my water off for 19 hours and the harassment and threats form staff are an everyday thing. I was at RYOCF in Racine, they sent me to WCI because of some not true words put into conduct reports ( tickets). I have wide support form PSU and most staff. However there were staff who saw other staff being kind to me and wrote false tickets . Mrs Swan , I ‘m scared , I’m hurt and I’m very very tired of how they treat me. I’m so depressed and alone. I’m considering putting an end to myself. I miss RYOCF so much. I have a best friend, my only friend who I may never get to see ever again. I’m sorry for writing all this and I know this probably won’t go out because staff tamper with my mail because I told them I will file a lawsuit. Even if you get this you won’t want t o write back. I understand, no one does. All I’m asking if you would be willing to , could you contact federal alw enforcement and let them know there are many abuses going on in RHU at WCI and have them come talk to me. The officers have threatened lives and safety, shut off water for long periods of time, call us names, stolen property, tampered with mail. They won’t even let me call my dying mother who had a liver transport and is not recovering well. Please don’t do it for me, do it for helping inmates who staff make suffer emotionally and physically. Can you please also send reform newsletters and copy of the jailhouse lawyers handbook. I appreciate it. Please I am asking with all my heart.  I may not last long.

August 29, 2019

Thankyou for writing back and caring about me. I appreciate it a lot .I got your letter this evening. It meant a lot to me. To answer the youth prison questions- the age limit is 17-24.The PRC can send whoever they want to an adult prison any time they want. The only issue is that they have a “youthful” facility for a reason and I don’t understand why the DOC is allowed to send “youthful” inmates from a ”youthful” facility to a maximum adult facility. PRC determines where inmates are placed. The PRC at RYOCF picks favorites- because I was seeking legal assistance and they didn’t like that and staff knew I was and wrote false and fabricated CR’s to make me look bad. They placed me being only 19 and an MH-2B( a mentally ill inmate)into a sea full of sharks-a max prison. The staff are just plain cruel and I just don’t understand why. At RYOCF believe it or not there actually is quite a few decent staff who don’t just come to work to get paid but to help us. But that’s only when the higher ups are gone. The higher-ups like the security director, deputy warden and the warden don’t like being nice and respectful. They only see their false view is ”what is right” but they twist that around and around. I’m a target here at WCI because I’m really short and skinny. I am taken advantage of a lot .I don’t think that is justice- sending me or anyone from a ‘Youthful” facility to an adult max prison.

I was charged as an adult at 17 years old for a petty burglary charge. I don’t understand how and why they can charge a minor at 17 as an adult that makes zero sense. In the laws eyes aren’t we considered “underage”until age 21. We can’t drink alcohol or go into Clubs or bars until that age. This state goes above and beyond to convict anyone of anything not caring what we were going through or if it’s true or not. It’s all a money making scheme. They get Federal and State tax dollars for every inmate they throw in prison each year! They value paper over human liver! (paper meaning money). If the government had it their way they’d lock everyone up just ot keep the cash flowing. It looks like they’re doing just that. They falsely call this the “lad of the free.” when the USA has the world’s highest prison lickup rate. They say at the end of the pledge at allegiance”with liberty and justice for all” Ha! yeah ok. They don’t require children in public schools to say the pledge no more. I can prove that cause I graduated in 2018. Some justice this is.

Anyway, when they threw me in this WCI hellhole nightmare I tried to appeal with no luck. I have a form for sending to the state legislators that I can hopefully get back to RYOCF and reverse the PRC’s decision. Its the senate on judiciary and public safety in the state capital. Is there any possible way for you to help me get in contact with them and talk to them about reversing  PRC’s decision. I don’t feel safe here. I have a very good friend t RYOCF who supports me and cares about who I can’t live without. He was falsely convicted without proper evidence and I feel sorry for him. His name is Fredrick Pickett DOC 620614 and he is as close as family gets. I need to get back to him though really had and rough times and now because the DOC lied and moved me, I don’t have anyone. Please peggy! Through my broken heart I’m asking you. Please help me get back to RYOCF. I’m asking you, please help me get back to RYPCF. I’m struggling and lost. This has cut me very deep and the amount of stress is so plentiful I now stress related health and heart issues. The move has severely impacted my life. Even some RYOCF staff tried to prevent the transfer because they now the CRs and what PRC bases stuff off is false. Captain Thurman at RYOCF has seriously tried in all his capacity and even used his time spent working in the DOC to try preventing the transfer. I saw him do it. But in a corrupt DOC staff’s opinions don’t matter. Even though there’s camera evidence to prove the CRs to be false they could care less about presenting the evidence to prove innocence. Staff send inmates to seg for stupid stuff like disrespect and give them 90 fricken days! That’s another example of mass incarceration. The seriously has become a throw-away society. In this case though they would rather throw an inmate or citizen away rather that fixing the issue and making it better.  Instead they make it worse. It’s similar to a person on the outs-for example If a tv breaks and is fixable the person would rather throw it out that taking the time to fix it. The person then gets a new one. Like the state-they lookup and inmate for something petty, They would rather throw him away and keep the inmate form society, harass and punish him/her for even more petty stuff then lock the inmate up again in seg. The cycle repeats continuously. I was going to ask what is a blogpost?I like the idea of turning destructive thoughts into positive change. How can I get a blog post? Thank you for sending the envelopes , guidebooks and newsletter. I have yet to receive them but it shouldn’t be too long. If you could. Could you get in contact with that inmate I told you about hoe I care about alots? He’s going through very difficult times as well. If you will just tell him I miss him tons. He doesn’t have any money so would you be willing to send him some envelopes so I can talk to him. (thanks, me Psychic hug)

My Seg and prison Intro  5 14 19
Hi Peg, i got your info from a couple of guys here. They told me you would be a good person to write because you are for the inmate, and is willing to help and listen to our stories.  I want to start by saying this is my first adult prison incarceration and it be tough. I came to prison from Milwaukee County Jail  1-22 -18 . On 2 11 18 , I went to the “hole” in Dodge and to this day i’m still in the hole - It been 15 months, i done did everything that can possibly be done: done self harmed ;assault officers, hung out my  trap, fought my cellies, got gassed by officers and supervisors and beat up. I exposed myself to female officers, overdosed , stripped naked with no mattress or blanket just me inside an empty cell for 5 days eating seg load. I been on observation “suicide watch” and control ( status).
I am only 20 years old and i was sentenced to 3 years in prison and 3 years on supervision. I have been in Lincoln Hills from 2013 02016 . I was there for all the abuses and mistreatment and it ain’t got nothing on the abuse and the mistreatment that go on at CCI . Like just 10 days ago I self harmed and was placed on observation when i self harmed it was Friday after diner i self harmed two times Friday- Monday, so Monday came and PSU staff came to see and she said do to  my over the weekend self- harmed incident she was going to keep me on observation now me and her had this conversation  at 7 o’clock and the morning and at 3 o’clock  ,m another PSU staff released me off observation when   the first PSU extended my placement for 24 there was no way the 2nd one was supposed to release me so I kept telling the white shirt that i wasn’t  in the right state of mind and that I was going to try and kill myself and like at CCI they do what they always do and keep walking or just ignore you i cut my arm open and cut a vein and went to the hospital and got 6 stitches and when i came back the same psu that released me off observation said I “just want some attention.”She don’t place me on any status just back to my room now so i self harmed again at 3am and hit the same vein and was bleeding out for like 20 minutes if anybody that was a normal person would have seen my cell they would have thought they was touring a scary movie when the officer caught me i refuse to stop cutting so he left and came back with a sgt and they both was telling me to stop cutting and i kept cutting so they sprayed me with OC and called the white shirt i came out room and since I cut my vein my wound is non stop bleeding it’s on the floor and when i’m walking its slippery because i’m walking on blood so the officers push me up against the wall saying stop resisting at this time i’m dizzie because i’m still losing blood so i’m not saying nothing so they still yelling stop resisting so the white shirt tazed me in my back than they stand me up walk me to the Nurse Station and the white shirt tell the nurse ”he’s not going to the hospital” and she tell him that the hospital is the only one that can stop the bleeding so went off grounds for stitches and the same PSU say do to my behavior observation is not appropriate , what I did was behavioral so I was placed on control .
I wrote this incident up and is going to file a lawsuit I got so many incident where i was abused and mistreated but when inmate file complaints it get shot down and its like our voice never get heard outside of this institution its feels like this is a self -  governor prison it is crazy living life in this hole in this institution . I have 13 months into I go home. I go home June 20 , 2020

I am writing you about the Waupun Correctional Institution! I am requesting your help to have Gov. Tony Ev[-] make A unannounced walk through and talk through W.C.I. where staff h[-] no time to hurry up and clean up or hush inmates! There is A lists of violations against staff concerning work Rules and Relations and over all employee conduct! The Department of Corrections has established work rules that regulate the conduct of employees in order that the Department can achieve its objective in A orderly and efficient manner! The staff at W.C.I. seem to think that they are above these Executive Directive work rules imposed by Gov. Tony Evers! Waupun Correctional Institution is out of control! Star[-] with the problem of being short staffed and over worked which brings on stress to the employees which leads to A very hostile work environment! Most of the staff here are corrupt and very unprofessional and fail to report Crimes or misconduct against fellow employees! And will tell you in a minute in A laughing matter “Go head and file A complaint” like the Complaint system is A joke due to the immoral corruption within there code of silence! They identify there self more like Gang members with there profane and abusive language towards each other and towards inmates which sets work standards and Respect at A ultimate low, and because of that there was A Riot 12-29-18! It will only get worst before it gets any better! The Solitary Confinement is torture inside o[-] cells there is filthy walls, sinks, and mattresses that smell very bad! The showers have mold and thick grime on the wall and in almost every cell you could find blood on the walls! They wear body cams that they have pointed towards the walls on their left sides of there belts instead of towards the cell doors and] keep them off most of the time unless there is a situation about to happen so there all day conduct is concealed!

They have a rule that your light must be turned on and you must be standing directly in front of your window in order to eat! So you know what that means, with the body cams faced away from the door on there belt below the window if they don’t like you they walk pass you and say you weren’t at your door, and there’s nothing you can do! I see it happening every day and if you get involve[-] you won’t eat either! Use of force is used I would say everyday in seg, its designed to keep you in here and a lot of the guys in seg don’t know if there coming or going and were treated like animals more than humans! The prison is over crowded so go figure they have to house inmates in seg I am writing you MRS. Swan in need of desperate help in draining this swamp because like I said the complaint system here is corrupt, and if you need A more indepth report to insure that A investigation on the unsafe and injustice conditions at Waupun Correctional I would have no problem giving A furt[-] insight on the on-going issues!

Confined Reflection

I am someone you never knew existed. How is that so, you question? Well, because I've been raised in a  place that's the equivalent to Hades, the place where all the 'bad' people get sent to... yep, that place. How did I come about to be raise there? No, not because I was birthed badly, nor, my surroundings were such, though, it was. There are many who've come from far worse situations and made good. So, I will not provide some sort of excuse as to why I went from the bowels of the Ghetto, so young, to be ingested in the bowels of the beast - that's labeled "The System". Really, it's all the same, the ghetto, prison system... The dimensions are definitely the same. One form of oppression, to another, just different geography.
For most part, based upon research of self, and life; it's been concluded that my journey has profoundly orchestrated a millennium before my birth by those who knew I would exist, or at least someone like me. See, I've always been quite the loner, I guess that’s why Loneliness felt I am her 'life partner'. And, well, you know when you marry a person; it's like marrying into the whole family; and all of the dysfunctionality that comes with it.
It's still difficult to battle Depression with wild turkeys and the snow-covered trees just beyond the electrified fence of this "secure minimum", truly an oxymoronic title for one of 30+ Wisconsin's prisons. Bitterness leans against the wall scoping me in this dock area in the Restrictive Housing Unit - the Hole or Segregation, folding outta shape and over used underwear. No, I'm not a resident as I have been for many times in these past 23-years, it's where I'm employed.., doing menial work; washing the inmate's seg. Clothing, preparing meal-trays before the officers (COs) deliver them to the residents through slots in a door. Something that I've begrudgingly had to grow accustom to during this imprisonment that begun when I was the tender age of 14-years old- For 1st degree homicide; stemming from "a naïve kid who pulled out a gun and took a man's life because he told him to go home," as the Milwaukee Journal Sentinel newspaper reported it.
I've grown up behind barbed-wired walls and towers, confined to cells equipped bathrooms amenities with showers; no end in sight. Truly, I have been raised in captivity; there are times when the prison's administration allows the Public a 'walk-through', as though we are an exhibit. It's almost a kinship 'I feel, when I ponder back on those times when we ventured class field-trips to the County Zoo, or my mom took my little cousins and me to the Circus. I can now understand, why those lions, tigers and bears... paced back and forth, so effortlessly, the way I remember them. If I could speak animal, I know exactly what were their thoughts and intentions were. But, I'm no Solomon, when I use to pray, it was for his 'wisdom, knowledge and understanding', I humbly beg the Grand Architect. Some told me how they prayed for the health and safety of their family and friends... I possessed neither.
At 14-years old waived into Adult Criminal Court, there sentenced to serve 30-years in the State Prison System. But,I was too young to enter the said Prison System,    to Ethan Allen School for Boys until my sweet 16th birthday I was transferred. There, I was kept in their segregation unit under Administrative Confinement (AC), because by law, I was an 'adult', yet not "adult enough" to go to an adult prison... the irony. This pretty much conditioned me for what I was about to experience.

Childeric Maxy

Childeric Maxy

My name is Childeric Maxy , I’ve been down ( locked up) since feb. 2000. My first experience with the “hole” or (segregation) came at about 6 months into my incarceration. I was in Dodge Corr. Inst when I got to the seg building Unit ##20 . I believe female inmates were housed like next door; space was scarce in these units. I was in a 5ft by 9 ft cell. The stench in the window was great; the window is small 3 by 15 inches, a glass opening is the same in most seg cells, under that glass window were a cluster of holes drilled in the steel door through which we were allowed to communicate to the officers and another way to communicate to each other, some through the same holes drilled in the air vent, we communicate to other inmates upstairs and next door. These openings in the door and windows ere reeked of a squalid odor mixed emissions of spit, urine, feces, milk and every known body fluids, that can be thrown, wiped against these holes; some holes were filled with cheap, generic toothpaste, issued by the WDOC and old torn newspapers to block the vent in the winter time, preventing cold air from  blowing in the cell.
These cells have a light that shine perpetually in most DOC holes; the light in the cell at Stanley Corr Inst has a switch to turn it on and off. IN other institutions that I’ve been to ( GBCI, DOC, WCI) all these let the light shine continually around the clock , in your face.
The toilet s and sink are made of aluminum alloy or stainless steel, the sinks and toilets are a unit> and the water in the sinks are emitted like the water in a water fountain; it will take up to two minutes for the water to get hot in the sink.

Mrs Peg, I’m currently in segregation for alleged” staff assault on a guard who called me a “boy”, pushed me and told me to not ”monkey” around” . Not only was there a racial slur but I feel I acted in self defense. Upon being in seg staff broke my tv, radio, tablet, clothes ripped.I file a complaint but because they’re all in the same circle I don’t get far. the only thing I was re-funded for was my radio and that onlybecuase I prove their statements were inconsistent. They even took restitution out of that and they by law are not supposed to. I’ve challenged this but they won’t respond. I seriously fear for my life here, I feel like these people are almost untouchable, I’ve written DHS, local police, FBI, Governor’s office, warden, security director, the only thing the Governor’s office and DHS did was send the prison a copy of my letter. The other people I wrote did nothing at all. NO response. I even went on a hunger strike – no food or water for nearly three weeks, they got a court order to force feed me, at my court hearing I told the judge I fear for my life, nothing happened. I’ve been skipped for medications, meals, ect. I went from 268 to  197 pounds  in 2 months. The officer I had the incidence with even serves my food. It’s weird.
They play with my mail and exc. I am interested in going to another prison to not only be safe but some twhere they will allow you your tablet in seg. I also have serious mental health issues and I go proof of the psych workers not seeing me on time. Ever before getting incarcerated I was chapter 51 and the police forced me to say I was guilty and promised me a mental health facility not prison. The clearly lied. And I can’t afford a real lawyer. I  know if I don’t get help soon I will eventually kill myself and I’ve told everyone this. So after explaining my story in the shortest but detailed way as possible i would like to know if you would help me with the following: (long list here including helping him get his electronics back, lawyer names, media addresses, stamps and paper.)

Jarvis Gordon letter

Typed from February 1st letter about a year ago-now at CCI and not released- will find out what happened.

"I don’t know why they put me on AC because I was in Green Bay and they told me I would be getting out of seg september 19th 2016 but in August of 2016 they put me on AC when I was going to get out of seg-  Boscobel put me on. And don’t want to take me off. But on the support (my question-do you have any support for after you are released?)- not really and right now it’s looking like I will be released to Kenosha County. Can you help me get a house before I get out. If I can I would like to keep you up to date? August 5th I got to Boscobel – I was 19 when they put me on and I been down from February 2013 and have not got one program given me. You do what you want with this."

Dion Mathews AC statement

“I’ve been housed at WSPF since 2006, and from that time until now I’ve spent mainly ten of those years in solitary confinement .I was in g.p. in 2015m and was out back on solitary confinement that same year. I was put back essentially for writing a letters to the warden here, and administrative staff requesting more opportunities for prisoners here. Those requests were written respectfully, polite and honestly.
After viewing this request apparently officials at this institution decided that they needed to write me a conduct report stating that I was a “gang member” and I’m writing this administration “demanding changes”. The conduct report stated that in my proposal I wrote “we ask,” and “we propose” and that meant to this administration that I was “demanding things.”
That interpretation was quote preposterous indeed. Enclosed is one of the letters I sent to the warden and there you can see how respectful my writings tend to be. This case is currently in front of the US District Court Western District of Wisconsin, and documents can be accessed through the courts electronic filing system at Dion Matthews V lebbens Brown 16cv 650. Needless to say, the psychological and physical effects of long term solitary confinement is devastating especially in the situation when no kind of legitimates interest existed or exists. This is just punishment for punishment’s sake"

Andres L Tinnon 306887 WSPF PO Box 1000; Boscobel, WI 53805 ( bd 1980)

Friendship wanted.
Andre has supplied his AC hearing document and his appeal. The prison is tell him he is on AC because of his "history of Violence" i.e., his conviction and his "non compliance with the rules" He is  appealing his conviction, claims innocence, has not had a conduct report resulting in seg time. We will be writing him for more information regarding his present conditions but he would like a penpal.

I am interested in helping you and others understand what prisoners go through day in and out. Currently I am serving a “Life” sentence and I have been in solitary confinement for a total of 5 years. For allegedly breaking rule violations- basically i could have easily did seg time, and went to (G.P) general population. I was then told I was on AC due to my murder case supposedly because the media made it look like I was a cold blooded killer. And I don’t agree with that because I didn’t kill anybody I basically took the case to save my ex-girlfriend and uncle from going to penitentiary and the person was no kin to me. But at this time I am appealing the matter as of now. But I say all that to say this –that’s the real reason i’am on AC. Also the victim worked at (H.O.C.) House of Corrections outside of Milwaukee, that’s 30 minutes from Milwaukee from Franklin. But yeah, i’am yellow phase at this time, and after that I will be Green Phase, and have a total of 7 months to return to G.P. So that’s my outlook upon seg. In next letter I will write more. The pleasure was all mines !
 Sincerely, Mr Andre Tinnon.
